. Recruitment Rules

 

 

Article I: Name

A]        The name of this organization shall be the Houston Collegiate Panhellenic Association, hereafter referred to as HCPA.

 

Article II: Objective

A]        The objective of HCPA shall be to develop and maintain Fraternity life and Interfraternity relations at a high level of accomplishment and, in doing so, to:

1]         Consider the goals and the ideals of member groups as continually applicable to campus and personal life.

2]         Promote superior scholarship as basic to intellectual achievement.

3]         Cooperate with member fraternities and the University administration in concern for maintenance of high social and moral standards.

4]         Act in accordance with the National Panhellenic Conference, hereafter referred to as NPC, UNANIMOUS AGREEMENTS and policies.

5]         Act in accordance with such rules established by HCPA as do not violate sovereignty, right, and privileges of member fraternities.

6]         Promote chapter and Panhellenic leadership development.

 

Article III: Membership

A]        There shall be two classes of membership: Regular and Associate.

1]         The REGULAR membership of the HCPA shall be composed of all chapter members in good standing of NPC fraternities of the University of Houston.

2]         The ASSOCIATE membership shall be composed of all members in good standing of such NPC colonies and other sororities as have been approved by the HCPA.

 

Article IV: Officers

A]        The officers of the HCPA shall be President, Vice President of Recruitment, Vice President of Programming, Vice President of Finances, Vice President of Judicial and Vice President of Administration.

B]        The officers shall be delegates from fraternities holding regular membership in the HCPA. Delegates from fraternities holding associate membership shall not be eligible to hold office.

C]        The officers shall serve for a term of one year, the term of office being concurrent with the calendar year.

D]        Any officer failing to perform her duties as outlined shall resign and a successor will be appointed by the executive council as outlined in Article II of the By-Laws.

E]         All officers must maintain a 2.0 GPA and be in good standing with their chapter and university.

F]         An HCPA officer may hold an executive position within her own chapter, excluding the offices of President, Recruitment or Panhellenic Delegate.

 

Article V: Meetings

A]        REGULAR: The HCPA shall hold at least one regular meeting monthly.

B]        SPECIAL: A special meeting of the HCPA may be called by the president as necessary and shall be called by her upon the written request of any member.

C]        The delegate from each regular or associate member fraternity shall be responsible for notifying her chapter members of all regular and special meetings of the HCPA.

 

Article VI: The Panhellenic Council

A]        The administrative body of the HCPA shall be the Panhellenic Council.

B]        It shall be the duty of the Panhellenic Council to administer all business related to the overall welfare of the HCPA and to compile rules governing Panhellenic Association, including recruitment and new member processes, which do not violate the sovereignty, rights or privileges of the member fraternities.

1]         Membership: The Panhellenic Council shall be composed of one delegate from each NPC fraternity chapter at the University of Houston.

2]         Selection of Delegates and Advisors: Delegates and alumnae advisors to Panhellenic Council shall be selected by their respective fraternity chapters to serve for a term of one year concurrent with the calendar year.

3]         Delegate Vacancies: When a delegate vacancy occurs, it shall be the responsibility of the fraternity concerned to select a representative within two weeks and to notify the Panhellenic council of her name, email address, and telephone number. When a meeting of the Panhellenic Council occurs while a vacancy exists, a member of the chapter still has to be in attendance, as fines will not be excused.

4.]        Officer Vacancies: When an officer vacancy occurs, it shall be the responsibility of the fraternity concerned to select a replacement within two weeks and to notify the Executive Council of her name, email address, and the telephone number. If the officer has not been replaced by the fraternity concerned within two weeks the HCPA Executive Board will make an appointment from any initiated member of a HCPA group.

5]         Officers: The officers of the HCPA shall serve as the officers of its Panhellenic Council. These officers shall serve as the Executive Board of the Panhellenic Council and shall have such powers and duties as are prescribed in the bylaws of the HCPA.

6]         Meetings: Regular meetings of the Panhellenic Council shall be held at a time and place established at the beginning of each college semester.

C]       Special meetings of the Panhellenic Council may be called by the President when necessary and shall be called by her upon the written request of any member delegate of the Panhellenic Council. Attendance shall be required at special meetings with notification at least 48 hours in advance.

D]       Quorum: Two thirds of the member fraternities shall constitute a quorum for the transaction of business.

E]         Attendance: A member or associate member may not have more than two absences without delegate representation per semester according to the HCPA calendar. A chapter will be assessed a $20 fine for each meeting with no delegate representation for the first two absences, and after each subsequent absence without delegate representation will be fined $100. If the delegate of a chapter misses more than three meetings in one semester, she could possibly be called in for a judicial hearing barring extraordinary circumstances.

F]         Voting

            1]         The voting body of he HCPA shall be its Regular Members.

2]         Each Regular Member shall have one vote on any member through their delegate. If a delegate is absent, the vote of her fraternity can be cast by an initiated member of the fraternity other than the fraternity’s Panhellenic officer only if twenty-four hour notification is given to the HCPA President.

3]         Associate Members will not have a vote on any matter being considered by Panhellenic.

4]         Two-thirds vote of voting members of the Panhellenic Council shall be required to:

A]        Establish the Total Chapter Size

B]        Set a Recruitment period

C]        Add a member fraternity through expansion

D]        Accept associate members of HCPA

G]        Voice: All Regular Member Delegates, Alumnae Advisors and all Associate Members shall have a voice. Regular Member alumnae advisors and Associate Members shall have voice but no vote. Any visitors to the HCPA council meetings shall have no voice and no vote unless acknowledged by the HCPA president.

H]        Impeachment of officers: In the event that an officer does not fulfill her duties as stated in the HCPA Constitution and Bylaws, she will be called before the Judicial Committee. This Judicial committee while be comprised of the remaining Executive Board, Vice President of Judicial serving as chairman, and HCPA Advisor. The meeting will decide the best possible outcome for all concerned, with the possibility that the officer will be removed.

 

Article VII: Panhellenic Advisor

A]        The Panhellenic Advisor shall be appointed by the University administration with input from collegiate and alumnae members.

B]        The advisor shall serve in advisory capacity to the HCPA and its Council, with voice, but no vote.

C]        The advisor shall maintain an accurate file of all recruitment statistics as suggested by NPC Manual of Information, release figures and preference and continuous open bidding cards.
